eBay's Regulatory Operating Fee Explained (Why the US Doesn't Have One)

Updated 5 min read

The regulatory operating fee is a small percentage eBay adds to sales on its UK and European sites. In 2026 it's 0.35% of the total sale for business sellers on most of those sites, and 0.38–0.43% for private sellers in countries where private sellers still pay fees. The US, Canada and Australia don't charge it — and neither does eBay.de.

Fees verified against eBay's official fee pages on 13 October 2026. Checked daily for changes (fee change tracker).

What it is

It's a separate line on your fees, calculated on the total amount of the sale — item price, postage and any applicable taxes — and charged when the item sells. eBay presents it as covering the cost of meeting regulatory requirements in those markets. It isn't VAT, and it isn't reduced by store subscriptions.

What it costs on a sale

Small per sale, but it adds up: on £20,000 a month of UK business sales it's £70 a month.

Why there's none in the US

eBay doesn't list a regulatory operating fee on eBay.com, eBay.ca or eBay.com.au. In those markets, any comparable costs are part of the final value fee rather than a separate line. Note that this doesn't make eBay.com cheaper overall — its 13.6% rate is higher than many European business rates.

How to handle it

Frequently asked questions

Does the regulatory fee apply to shipping?

Yes — it's a percentage of the total sale including postage and taxes.

Do US sellers listing on eBay.co.uk pay it?

Fees follow the site you list on and your seller status there, so check the UK fee page for sellers based outside the UK before listing.

Where can I see it in a calculation?

Open any European country calculator — for example UK or Spain — and it appears as its own line in the fee breakdown.
